Shillong, Oct 27, 2020: Khasi Hills Autonomous District Council (KHADC) in Meghalaya adopted two resolutions urging both the government at the centre and the Meghalaya government to implement the Inner Line Permit (ILP) and the Meghalaya Residents Safety and Security Act (MRSSA) to check the unabated influx of illegal immigrants.
The Chief Executive Member (CEM) of KHADC, Titosstarwell Chyne stated that the Meghalaya Legislative Assembly, on December 19, 2019, had passed a resolution to urge upon the Government of India to implement the Inner Line Permit (ILP) under the Eastern Bengal Frontier Regulation, 1873.
He, however, said that the Centre is to yet to respond to the anticipation of the people of the State for implementing the ILP even after nearly a year since the Meghalaya Legislative Assembly had passed the resolution.
While recalling Union Home Minister Amit Shah’s statement, the KHADC CEM said that the minister had earlier told the delegation led by Chief Minister Conrad K Sangma that the matter pertaining to the implementation of ILP will be discussed after the Christmas celebration but unfortunately nothing has moved since then.
However, the members across party lines, who participated in the discussion, have supported the official resolution tabled by the Executive Committee. Majority of MDCs feels that the implementation of the ILP is very critical to safeguard and protect the indigenous population of the State.
Earlier, the Council had also adopted the official resolution tabled by the Executive Committee to urge upon the Governor to give his assent to the Meghalaya Residents Safety and Security (Amendment) Bill, 2020 at the earliest.
Meanwhile, the KHADC also passed resolutions urging the state government to fully implement the MRSSA, 2016 and MRSS Rules, 2017 and the governor to give his assent to the MRSS (Amendment) Bill, 2020 to ensure safety and security to the citizen and also regulate the influx of immigrants into the state.
The MRSS (Amendment) Bill, 2020 was passed by the Meghalaya assembly on March 19 and is pending for assent by the governor.
